Job access nonetheless remains a top concern within many city neighborhoods, where the underemployment rate, which includes part-time workers who would prefer to work full time, reaches above 20%.
New Haven residents are far more likely to have low-wage jobs outside the city than within it, highlighting the issues of transportation and housing access.
